“This bill is the single greatest opportunity that we have to put ourselves in the dominion of exercising economic self-sufficiency, self-sufficiency is self-determination, self-reliance is an act of sovereignty,” said Gomes.
Gomes disputes those who say gambling is inconsistent with Hawaii’s culture and said Hawaiians have always embraced games of skill and chance.
“Our Prince Kuhio Kalanianaole himself was fond of betting and our Queen Liliuokalani in the final years of her cabinet proposed a national lottery,” said Gomes.

You do know casinos don't take PayPal.

I wonder why everything always has to be on Oahu.
The poorest county in the state, with the largest percentage
of Native Hawaiians is the BI.
Put a casino at South point.
Easy to control access, crime, and problem
gamblers.
There is only one way in or out. by road.
Water access is very limited.
Assuming they fixed them, they have windmills for power.
It is always windy there.
And you don't have to drill very deep for water.
However that makes too much sense and will give Hawaiians
a break from Democrat rule.

Legalizing casino gaming still won't make it lawful to bet other members that you're right and they're wrong.
