Can regular civilians be in possesion of a firearm that was labelled for sale for Law enforcement or first responder? Box has all the stickers indicating LE/first responder sales only and you must sign a form. I do notice different pricing on websites to recognize their service to the community and I'm cool with that. Some guy is trying to sell his firearm 2nd hand to me so I'm hesitant about the purchase. Thanks for the info.
As long as the original purchaser qualified for the discount program and went through the proper procedures, the firearm is his to keep or sell. There are limits set by most manufacturers to prevent anyone from buying and selling discount program guns on a regular basis.
As long as he didn't offer to buy the gun for you to get you the discount (straw purchase), it ought to be fine.
Assuming this is a handgun, you should verify the magazines are legal for you to own. If they are high capacity/standard capacity (>10 rds), you can't take possession of the
assembled mags. They can be blocked by an FFL, but the cost is usually not much less than buying a 10 rd factory mag ... depending on the firearm brand and model. You need to factor the cost of replacement/blocked mags in your valuation of the deal if applicable.
Before the Assault Weapons Ban, Colt made AR-15s for sale to LE. They are marked
Restricted: Military/Government Law Enforcement/Export Use Only. These markings mattered when they were sold, but they have no meaning now. Some people like these for the historical nostalgia they represent.
If the weapon or box stickers say "LE ONLY", and the firearm itself is legal for you to own, the markings are immaterial.
