Would be illegal to do so without a FFL because the P80 law passed last year.  No loner do you have 5 days to bring it to HPD to register once the 1st hole is drilled or 1st piece cut off.  And if you bought a solid block of aluminum with the "intent" to make it into a receiver, then you would still be breaking the P80 law because "intent" counts.

You can still buy a completed receiver, which is what I believe he stated ("buy the barrel, trigger, and receiver assembly completed").

All the ghost gun legal BS won't apply to a completed receiver that has a serial number and was transferred through an FFL.

Do they make 80% .22lr bolt action rifles?

A simple web search, and the answer presents itself ...

Wrong. A 22lr is a cartridge. And there are many bolt actions. Anschutz. Remington 40x. You can make an 80% receiver yourself.

Yes, besides flapps link, you could take any AR lower receiver and have it shoot 22LR by changing the BCG.  They do make P80 for AR lowers.

"Bolt Action"  was not in your "Limitations" list (I would have labeled the list "requirements").

...
Limitations:
.22LR - Cheap to shoot and commong.
Rifle - I am thinking better to start with a rifle than a pistol. Safer, can mount a scope, inexpensive.
Not too expensive, maybe $100 - $200. More affordable the better since I would be buying two, plus the scopes.

I have a basic 10-22 right now but I am leaning towards bolt action. I feel like it would make them more careful, taking their time to shoot and develop skill. I think they are also more affordable.
...

"Leaning towards bolt action" isn't definitive.  Should have included it in the "Limitations" if it's a requirement.

I assume you typo'ed your sarcastic response .....  Last I checked a .22LR can be a semi-auto OR a bolt action OR a revolver OR a single- or double- shot (Derringer).

If you're going to rag on me (or anyone) for their replies, you ought to make sure your sarcasm is typed correctly.

My specific question was "Do they make 80% .22lr bolt action rifles?" to which you posted a link to a non-bolt action rifle receiver. You failed to read my question accurately.

Plus the whole reason I asked is because I couldn't find any. I did search and only came up with 10/22 or AR builds.

Yes, sorry I meant 10/22 was not a bolt action.
If I could find an 80 percent bolt action receiver I would buy it and do the rest of the build myself.  Maybe see a gunsmith for a once over or any real technical aspects I wasn't comfortable doing.

That is not the gun to have for your child’s first rifle.

Plus, aren’t you back to the whole 80%s are illegal to acquire thing

Get a Ruger or a Savage.

Perhaps.
I am becoming better at fabrication as my craft skills develop. Given that it is a firearm if an 80% receiver was beyond my skills I wouldn't attempt it for a gun for them. It would depend on what it entails. I am doing a bathroom rennovation myself to save money but I am still going to hire an electrician because I know enough about electricity to know that I don't know enough about electricity. Either I wouldn't attempt it or I would take it to a real gunsmith. I was mostly hoping to just get the gun without the stock and make my own but so far, even after calling one gun store, I can't find any .22 bolt action guns sold that way. I also can't find any 80% receivers for .22 bolt guns either so this idea will probably be scrapped anyway and just get a basic off the shelf rifle.

Rossi had a pretty affordable lever action.

You keep piling up the mistakes.

You can't have a "gunsmith" help you with your firearm.

The law allows YOU to build a firearm for YOURSELF.  In order to build a firearm for someone else (to any degree), you need an FFL license that designates you as a manufacturer.  That's the reason so many "clubs" and "machine shop loaners" were raided by the ATF.  They were helping people complete 80% lowers, or setting up the machines so the owner just had to press the start key/button.

You have to build it yourself for yourself, or get a properly licensed manufacturer to do it/assist.  If your intent is to build the gun for someone else, it may be a federal crime.

You could get a Bergera barreled action and trigger for $650
or close to 2 complete Savages or Rugers at that price.

https://www.brownells.com/rifle-parts/receiver-parts/receivers/barreled-receivers/b14r-22lr-barreled-action-18-steel-threaded-prod133964.aspx

Or a Deuce barreled action for $800.

https://www.ultimatumprecision.com/products/deuce-barreled-action-pre-sale-50-deposit

Or Bison tactical for $1150

https://www.bisontactical.com/shop/rimx-22lr-barreled-action-2/

Or Vudoo gun works for $1770.

https://vudoogunworks.com/action/v-22-barreled-actions/

Moral of the story:   Get a Ruger or a Savage complete and go have fun with the kids.
If they’re like my kids, they’ll love working the bolt.
The gun will be more accurate than them.
And get a scope with an adjustable objective.

I know a 22lr is cheap and fun.

Can kids shoot 22 magnum? Idk what the recoil is though but imma assume its more than 22lr. Idk the price on that ammo either, locally.
