Online Hunters Education Course
« on: January 20, 2021, 09:31:53 PM »
Hawaii DLNR now has an official Hunters Education course online to qualify you for a hunting license and a permit to acquire a handgun.  This is a 4 to 6 hour course entirely online and costs $19.95.  DLNR has suspended their in class hunters education course due to COVID and stopped doing the hybrid online/classroom course.

This class does not teach you how to shoot a gun, so is best reserved for those that already know how to shoot a handgun and need a qualifying training course.

That would be good for me. I lost the Hawaii handgun course paper.  The only ones I can find are from Front Sight.

Thanks for sharing this information. To clarify, this online course, once successfully completed, allows an adult (21 years +) to apply for a handgun without the need to take the in-person course? In other words, does it meet Hawaii's pistol application requirement show below from HPD's website, https://www.honolulupd.org/information/firearms/ [Apply for a Permit > Firearm Permit]

(10th Bullet)
- Original Hunter’s Education card or original Handgun Safety Training Course Affidavit. (Handguns only).

Please advise. Thanks.

The in-person Hawaii Hunter's Ed course doesn't include live fire training, but the state accepts that training certification card for handgun permits in order to avoid the legal challenges of forcing gun buyers to pay for training to exercise a right.  You'll be mailed the same certification card the in-person class issues.

The Hawaii Gun statues (HRS 134) reference the Hunter's Ed statute (HRS 183D-28).  As long as you get the certificate and can use it to buy hunting licenses, you can also use it to apply for a handgun Permit to Acquire.

I'm not a lawyer, and I don't work for the HPD or DLNR.  All I know is what the law states and what the online hunter's ed website states.

If the online class didn't meet the same standards as the in-person class, they couldn't legitimately offer the same certification.

DLNR already had a "combo" option in which you could take the class online and do the test in-person.  So, there's really not much different with the new course with regard to content and certification.

Thanks Todd!  Let's go shoot some hogs at night with our new NVG'S and my Thermal Breach in the valley across from Pearl City Mall.  There's a bunch in them woods.

Who hunts with a pistol?  They should amend it to a 1yr permit to acquire a rifle.

I lost my paper certificate, they have a provision where you can mail in a request for a duplicate. When I did it, a while back, it was $5.

I don't think anyone said this is about hunting.

It's about taking a safety course that satisfies the state requirement to apply for a handgun permit to acquire.

In a perfect state/world, there would be a standardized basic firearm safety course for handguns, rifles and shotguns -- including hands-on shooting with each type.

Then, there would be a course tailored to handgun use for people applying for a CCW permit.  The fact that there are no specified standards or certified courses for CCW in the state, even though one is required, tells us how unserious they are about issuing those permits.

I've always questioned the inconsistency of requiring hands-on range time for private handgun safety course affidavits, but zero range time for the Hawaii Hunter's Education course certificate.  Both qualify you to own a handgun, but the Hunter's Ed class doesn't meet the same standards for handgun training as other courses.

That's a better argument than asking, "Who hunts with a handgun?"  Many hunters do carry a handgun for extra protection.

While you're at it, rather than a 1-yr permit for handguns and long guns, I think the permit process here should be completely scrapped.  The NICS system is good enough for most states, and requiring a permit for every handgun (or long gun) purchase is stupid as f*ck if the buyer already owns firearms.  This system was set up to require periodic background checks, so if you already have guns, but want another, they can perform a "repeat" background check for you.  RapBack is supposed to be a running background check system with immediate reporting if something relevant happens.  Maybe someday, if RapBack ever starts working, we can revisit the need for Hawaii permits at all.

People bringing guns they already own into the state bypass the permit process altogether.  They are allowed to register their firearms without asking permission to own them.  Another giant inconsistency in the permit system.

I could go on and on....

Hunter safety course in this state is a joke.
I don't think the on-line will be much better.
Because my dad lost my CA hunter safety diploma,
I earned at age 12. I had to take the Hawaii
class.  They were so bad they asked me to volunteer to
teach the Archery part of it. I knew more than they did.
I was a very amateur bow hunter at the time.
Every other class I've been in or sent my kids through
involved the handling
and firing of guns.
That doesn't seem to be the case in Hawaii.
I was 12 years old licensed to hunt and kill
with semi-automatic guns with adult supervision
eg. Dad or grandpa dropped me off somewhere and
told me what time to be back at camp.
If we aren't teaching our kids that stuff these days,
we are cheating them.

What's preventing them from doing a live fire session?  Funding shouldn't be a problem.  Volunteers?

In NV, an Introduction to Handgun Safety class is offered free of charge, takes about 90 minutes, and is completed online.  If you want to printout the completion certificate, there's a fee for that.

When it comes to safety education, classroom/online instruction matters more than range time.  While it's important to practice the things you learned, most people will never have to use their firearms to defend themselves.  Thus, safety for most people involves knowledge of weapons and ammo, storage - especially around kids, transporting, handling (loading, unloading, cleaning), and so on.

There's a difference between safety education and proficiency training.  I think safety training is sufficient to buy/own a gun.  Proficiency training should be a requirement for CCW but optional for all other owners.

As for permit requirements, safety training is all that's needed.  The state of HI seems to agree, given their acceptance of Hunter's Safety Education training for owning a handgun.
