Pistol frame considered a firearm in Hawaii?
« on: February 12, 2021, 01:22:51 PM »
Hello,

In most states (Washington for example) a pistol frame (pistol with the slide assembly removed), does not meet the state definition of a pistol in RCW (https://apps.leg.wa.gov/RCW/default.aspx?cite=9.41.010) 9.41.010 (23). It is considered an "other" item and not subject to the same laws as a complete pistol or rifle in Washington for example.

Does anyone know if the same is currently true in Hawaii or not? Is a pistol frame considered a firearm in Hawaii? For example if one brings a pistol frame to Hawaii from another state, is that required to be registered with HPD? Or does it not have to be registered since the frame itself is not considered a firearm? If someone doesn't know the answer to this question, where could I seek legal advice regarding the issue?

Thanks for your time guys.

If the frame is the serialized portion of the firearm, it is considered the firearm.  :shaka:

Thank you, appreciate it. That would mean the pistol frame is treated the same as a complete pistol and would follow all the same regulations and registration, right? 80% lowers require registration as well? I think in WA 80% lowers and pistol frames are treated the same. However a complete pistol slide assembly is not subject to this? Man it's tough for you guys in Hawaii for sure...
