Well, yeah, South Dakota governor/government didn't order a single business or house of worship closed, never mandated masks, never designated "essential" vs. "non-essential" businesses, kept the schools open for in-person teaching, etc., etc., etc. But that's why everyone in South Dakota died, while in California and New York, which did impose all those, and more, "mitigation measures", no one died.

New York and New Jersey had and have among the harshest "mitigation" measures of any states. Florida had among the fewest "mitigation" measures and has been totally open for months, including schools, mass entertainment facilities, restaurants with full capacity indoor dining, no mask mandates, no social distancing, no gathering size limits, full school sports, etc., etc., etc. Florida also has an extremely high rate of the most vulnerable population, the elderly.
