Soros' stated goal is the destruction of America. 

I doubt he gives a shiite about racial anything, unless it serves his goal.

Whether their efforts will result in any improvements I have no idea but I wouldn't expect to see results quickly. Give it a generation before you would start to see significant improvements if the methodology were effective.
