I'm surprised I'm not jailed in Hawaii.
Perhaps it is because the county of Honolulu
can't afford all the laws they pass for the rest of us.
BTW why is Honolulu the only town that is a county.

Oahu is just an afterthought.
Counties are supposed to encompass all lands in all states. If you aren't inside an incorporated city or town, then you're within the jurisdiction of the local county.
I grew up outside the local city limits. So, we went to county schools, paid county taxes for roads, schools, etc., and called the local Sheriff if we needed to report a crime. The police only operated inside city limits. Even though our postal address used the city near our home, we were not city residents.
The city also had a standing fire department, whereas we had a volunteer fire department made up of people with regular jobs who could drop everything to respond to a call.
