Yeah that seems a bit low.  I'd say 95+% are good.

One "bad" cop is one too many.  They can "put you through the system" costing you thousands of dollars
even if you have done nothing wrong. 
It costs them nothing.
A person who has the power of life and death, that is in the least bit unethical is intolerable.
There are way too many nick-picking nanny laws, so much so that,
" Show me the man and I'll show you the crime" is the way Hawaii Democrat party police operate.
That is how single party states operate.  Everything is a nail that needs to hammered down.
Granted not all police are "bad".  I accept that police are a necessary evil.  But like any dangerous
and possibly deadly tool it should be used carefully and rarely.

Sounds good but it's not high on my priority list.
Especially after getting a ticket for walking my dog.

If there are those, who think their buddies in blue will lend them a hand, when being abused, by a bad cop, good luck.  You can be sure, if a cop rats out one of their own, they will be blackballed, by their friends and peers, in the force.

There is no reason to believe that the rank and file cops will side with common people, over their command officers.  Unless you are part of the corruption, as in the case of Miske, beat cops will follow their orders from above.

It seems like the Soros plan is to make crime worse by defunding the police, installing weak prosecutors like Alm, and cancelling the 2nd amendment.
