New registration/permit to acquire sucks.  For those of us who can not just take off it's really difficult not being able to pre-schedule appointments.  Dropped the kids off at school and went down at 0830.  No more permit to acquire slots available.  A bunch of people were turned away.  Officer said to come down early 0600-0630 and stand in line.  That's impossible if you need to take your kids to school.  He said I could try tomorrow again because they'll have 10 slots available Mon, Wed, Fri.  Tues & Thurs they have 40 open slots for permit to acquire.  I did confirm that we don't have to physically bring our firearms down to register but getting the actual time slot is a hassle.  I explained to the officer that for those working or have early morning commitments this new system is harder.  Even if it was hard to get an appointment, I could take off that day because I knew I had a confirmed appointment time.  Now it's just a big guess.

maybe a little easier, but the hard part is going down there

when i do go down there, i like to bring several guns to register. otherwise it's not worth my time

HIFICO is working on the recent ruling by the judge with HPD as to what their new procedure is. 

It wouldn't surprise me if they are looking for a loop hole to keep things the same.  Since the judges ruling was made and the stay was rejected, it would be easier for HPD to just say, "complete this form and no need bring the gun.  Email, mail, or fax it to us".  But then again, this is HPD that we're dealing with.  Even if they had an online reg system where you just punch in all the info, I doubt it would work correctly.  And cost tax payers lots of money to create the failed website.

I believe I read that HPD will be emailing both approved PTA forms and final registration forms.  The deadline for the PTA emails to start is Dec 31.

I see no reason anyone buying a pistol can't complete the registration forms when they turn in the PTA application.  Then, when HPD is notified the transfer is completed by virtue of the seller-signed PTA form, HPD can then email the registration.  Not rocket science, but I'm curious what they come up with. 

As for leaving the gun at home not saving time, it depends on your situation.  Even IF you continue to be required to appear to register, not having the gun in your car if you have to go back to work, school, etc., it keeps you from breaking the "Places to keep" law.  To be in compliance, many of us have to drive home to store the weapon before returning to work.

Personally, I was able to leave work a couple of hours early, do my business at HPD, and go straight home for the day.  Not everyone can do that, especially if they have an early appointment/time slip.

The unofficial line is at the corner of the building.  Seen at least 20 people lined up almost daily prior to 7am.

Somebody at HPD needs to either enforce the policy on the "unofficial line," or change it.  The 7am policy is accomplishing nothing -- officially.

The line worked in our favor.  In response to the state wanting a stay on the Yukutake, etal... suit, Jon Abbott who's a HIFICO director made a statement to the response.  It showed the pic of the line outside HPD when he was there to do firearm related business.  Then went into detail on how he had to take the morning off and how much money he lost.

I've been telling everyone that the appointment system was a good thing because of the reasons you stated.  All that was needed was a standby line and solutions to fix abuse.  With the fixes in my lawsuit the 3 HPD trips will be reduced to 1.    We went after the (relatively) quick and easy fixes with the goal of saving people time and money.  Getting rid of that final trip is going to be much more difficult.  So in the future I would prefer the appointment system and standby line.  But we also have the evening hours which should be coming up depending on how COVID goes.

Appt system was good and orderly, but would be a million times better if it wasn’t for 3 months out. Needs to be 30 days max but obviously might be a challenge with as many gun owners/ want to be owners here

HPD screwed up the reservation system.  Allowed people to grab multiple date/time slots.  If HPD brings it back for PTA, HPD needs to make sure one name, one time slot.  No exchanges, no swapping, no giving to someone else.

Registration already settled.  No need to be done in person.

Their system "goes down" quite often lately
I still haven't officially electronically signed the registration paper and got a copy of the handgun being registered.  I finally found work 12 hours a day from 6am to 6pm. 

I'm going to try and get it done this Monday Oct 4th.  I'm half expecting the SWAT team to roll up af 0430 before I'm up for work.

Is there a change in the registration process, Todd?  I'm one of those tried to register when the system was down, signed the back of the registration hardcopy and told to come back another time.   Only thing I haven't been able to do yet is sign on their touch pad and get a hard copy of the registration.

If you can find the instructions for registering firearms online on the HPD website, then "YES!"  Go for it.

If you can't find them, then "Nope -- not yet."

If you have questions about any procedures as they are changing, you can always call.  They have always been more than helpful when I've called.
