Think of it as 10 people are exempt from social distancing. Doesn’t matter if it’s table or group. If “group” or “party” of 20 people come into a restaurant the party needs to be separated into 2 parties of 10 people and they need to socially distance.

I still think the The birthday party at the restaurant was wrong for him to attend.  He should have known better and not attend.

I have a feeling he didn't think there were people out there waiting for him to slip up.  Because there is no reason to think Mayor Rick didn't know that what he was doing was wrong.

He knew and he got caught.

I don't know whether he actually violated any of the rules in place, maybe the party managed to stay within the bounds of the various regulations, but I don't know since I wasn't there

I do think that if I were in his position that I would have just avoided the party because even if I managed to stay within the lines the optics could look bad and I would know that  my detractors would purposefully misrepresent what happened.

Exactly, he may not have technically broken his own rules but those rules are designed to limit large gatherings and make it difficult to have parties. He just showed how full of shit those rules are.
