you are more informed about legal issues than I am, so maybe handing it through the window would need an officer
anyways, I just wish there was an easier way to buy firearms here in Hawaii without all the back and forth to HPD, waiting in line, getting a time slot to come back to do your business, etc

The jerk politicians that made acquiring and owning a firearm in Hawaii will probably deny this, but I believe these procedures were put in place to discourage firearm ownership.

But from the looks of it, it doesn't seem to be working which is where I take satisfaction in.

If its a legit SBR the lower has the "tax" stamp registration.  It comes with a boatload of restrictions.  The "upper" barrel part is just parts.  Take it off and its not a gun.


so you're saying it's legal to have a less than 16" upper if it is not attached to a lower?

The C&C range on Maui was trying to make it a requirement to show proof of reg when there for any gun you're shooting.  They were given the HRS that states the RO or c&C worker cannot ask for the proof of reg.  They are now looking into this issue. Basically trying to find a loop hole, or staffing to have a MPD officer there all day.  The range is currently closed and has been for a while.

If firearms (long guns) acquired prior to 1995 were not mandatory to be registered, it would force the firearm owner to register his pre-1995 purchase in order to use the facilities.  Or just stay within the pre-1995 laws and never be able to shoot his firearm at  the C&C range.

And if the Maui range is successful in finding that loophole, then KHSC is soon to follow.  I'm pretty sure there are people shooting long guns that they owned prior to 1995.

To my knowledge yes.  Its just parts.  Just like AR pistols on the mainland.  Its a pistol till you put a stock on it.  Mag repair kits are not magazines unless assembled. Then again I ain't a lawyer, so this isn't legal advice.

If you have an AR pistol or "receiver firearm" that's never been registered as a rifle, then you can attach a pistol upper (< 16" barrel) AND NO stock, OR a rifle upper (16"+ barrel) AND a stock.

If you attach a pistol upper AND a stock, it's now an SBR -- illegal in HI, and NFA item in "Free" states.

We used to have an issue with the previous edition of the ATF Form 4473 with a stripped lower needing to be acquired as a "pistol", or it can never be built as a pistol.  I believe that's no longer a problem, as stripped lowers are labeled "Other Firearm" on the form, and registered at HPD as "receiver only" without the rifle or pistol designation.  That offers the option to build the receiver as either -- as long as the barrel length and stock combinations are legal.

Firearms is like any other position in HPD. It’s like traffic or narco or patrol. Just the same.

I can confirm that there’s a few officers on admin who are assigned to the records division (not always particularly the firearms section).

I've been the "inspiration" or also overheard convos by folks in the firearms section where seeing a gun come in for registration spurred "the wants".  One was when I registered my dad's Colt Python. . .  8)

I was thinking about the number of uniform HPD that work in the PTA and Registration.  Who are, not names, these people?  Is this their actual job, rotational position, or did they get desk duty for something that they did wrong?  Not saying that I want more police in the street but it doesn’t seem right to pay them $5-6k plus benefits a month to do no stress paperwork.

I guess in theory someone could come in and commit a firearm violation justifying an arrest though I suppose a clerk could just call for a patrol officer. Maybe having an armed officer at the window is a security deterrent?

But totally agree, they could easily be replaced my a clerk with appropriate security clearances, perhaps with a sgt as a supervisor. But if we are going down that route, any substation on the island should be able to process gun permits and registrations.

Registration should be done away with all together.  No registration - more cops on the beat - less hassles for us law abiding citizens - more hassles for the criminals.  It’s a win win scenario to me.
No one is coming, it’s up to us.

Legislation should never be about depriving law abiding citizens of something, but rather taking those things away from criminals.

I got a personal message from someone that works there and s/he said they work incredibly hard and it’s not just looking at guns all day.

I’m not trying to suggest that they are lazy and getting one over.  I’m just wondering if the public would be better served/get their tax payer money worth if they are patrolling.  It would be great to see HPD ride or walk around the neighborhood and chat with the people (not just Waikiki).

In my opinion I think it's perfectly reasonable.  The job is probably way more complex than we think and they do a good job.   If anything HPD should get more funding.  But if I recall the issue was not that they didn't have enough openings but they were struggling with hiring.  I think this is because of the many recent anti cop attitudes that is plaguing the US and even here.   If you want more police start supporting them and maybe more people will join the force.

I didnt take what u or others posted to imply they were lazy. With all the forms we fill out, someone is checking them. Does it take 2 weeks, probably not.

Do people often say that theyre just sitting at the window waiting? Yes, but thats many businesses. Someone is often in the front waiting for a customer and doing nothing.


Firearms division consumes $1 million a year to run. That $ could be allocated else where if we did away with the process like how 49 other states dont have to do. Not to mention how it violates the 2a. Does hpd speak up about this, no they dont.

Wow.  That's a lot of money allocated to do something that violates the 2a and implements a procedure that is obviously structured to frustrate and discourage firearm ownership.

Agree that money could be used to do other things.  Fighting crime comes to mind, lol!  Aside from other positive things like raising officers salaries and benefits which attracts more recruits, etc.

Does political leaders and hpd officials speak up about this?  Of course they won't.  My guess is they enjoy doing what the other 49 states don't do.  They won't give up that which they got away with.
