Who are the HPD at PTA and Gun Registration?

I was thinking about the number of uniform HPD that work in the PTA and Registration.  Who are, not names, these people?  Is this their actual job, rotational position, or did they get desk duty for something that they did wrong?  Not saying that I want more police in the street but it doesn’t seem right to pay them $5-6k plus benefits a month to do no stress paperwork.

job could be done by the clerks.  they are merely double checking the info that the LGS already provided. 
actually theres no real need to even go to HPD, but this is Hawaii, so here we are   :'(

It varies, at least from what I've been told.  One friend took an assignment in firearms a while back, but has since transferred out.  Anyways, there are some folks that are on admin duty (for a variety of reasons) that staff firearms.  I had a buddy that was on a "list" that was assigned to records, which is right next to firearms, so he got to become good friends with many of them.  A couple of them ended up helping me out, but on their own, not through my buddy.

actually theres no real need to even go to HPD, but this is Hawaii, so here we are   :'(

I would say HPD would have to be there because you are handing them your gun pass the glass window. Which means it is no longer in your possession/control.  OK to do with a shotty/rifle, because you can lend it to someone for 15 days, but handgun is a no-no.   Then you run into the who is allowed to ask for your reg, which per HRS, an officer is allowed, not a cleric or state/county worker.  So while they have the reg paper, before they hand it to you, they are in possession of it.

So with that being said, if we didn't have to actually bring them in to reg, then no need them there.  Same would be on the PTA side. No firearms are even allowed at that end.

The C&C range on Maui was trying to make it a requirement to show proof of reg when there for any gun you're shooting.  They were given the HRS that states the RO or c&C worker cannot ask for the proof of reg.  They are now looking into this issue. Basically trying to find a loop hole, or staffing to have a MPD officer there all day.  The range is currently closed and has been for a while.

You are "near/ within  control" of the person.  But if 1 were to hand someone their handgun and they go inside their home and close the door and you're outside, there may be a problem (is it lending/borrowing?).

anyways, I just wish there was an easier way to buy firearms here in Hawaii without all the back and forth to HPD, waiting in line, getting a time slot to come back to do your business, etc

Your wish is being granted.  By Dec 31 this year, HPD is required to start emailing our completed and approved Permits to Acquire.  That's one trip to HPD eliminated.

Also, the requirement to physically present a firearm to HPD for registration is being revoked.  Realistically, if you buy a gun and have to apply for a permit, there is no reason to have to go back to HPD afterward.  The registration can be automatically performed upon return of the signed permit, which may be mailed.

That's my understanding, but how HPD implements the new requirements is yet to be seen.

Measure a barrel, OAL, and confirm serial number and not stolen.

I can still see a policy where some people will have to bring in there guns for compliance.  For example Military, people moving to Hawaii, or physically bringing a gun back to Hawaii.

Story:  Last month when I was registering a pistol, I was talking to a person that just moved to Hawaii.  He had several guns, one being a SBR.  I told him that those were Illegal in Hawaii, which was confirmed by HPD.  He was told that he needed to ship out of state, destroy, or hand it over to HPD.  Anyway…. If HPD didn’t see the gun, they wouldn’t have been able to tell him that the gun was illegal.  I was amazed they gave him options.  I thought they would just confiscate it.

However, I believe everyone else that goes through a LGS/FFL should be able to do everything online or by mail.  LGS/FFL should be the responsible party to ensure only legal guns come in country.

That was good of them.  I know a guy who got his confiscated at the window.  They filed no charges nor arrested him.  But took the gun. FFL had to go and pick it up to FFL it out of state.

If there's no legal basis for requiring physical presentation of firearms at HPD, then registration of all firearms can be done online and/or with email.  They have all your permits on file.  All they need is the gun's specs, which you are attesting to when you fill out the registration forms.

I have registrations for firearms that have wrong actions (semi-auto for a revolver), serial numbers incorrect, and even type of firearm wrong (one of my Mosin-Nagant rifles is a pistol on the form).  So, if HPD wants to see the gun to verify it matches the registration, they aren't doing it right!   :rofl:

That is what he told me.  It is possible HPD confiscated it and told him to have an FFL ship out of state, FFL to destroy it, or give it to HPD to dispose.

Couldn’t you just register the lower and ship/sell/give the upper?  Strip the upper and just give the barrel.  I never held a sbr but don’t they use an AR15 lower?  Stick a 16” upper receiver and now it’s legal.

If its a legit SBR the lower has the "tax" stamp registration.  It comes with a boatload of restrictions.  The "upper" barrel part is just parts.  Take it off and its not a gun.

2A doesn’t apply in Hawaii. (It does minimally.)
But still better than some States.
How fawked up are those States ?!

I don’t have an SBR but never took an upper attached to HPD.
Lowers only.

I used a M4 in the Army, which I guess people would call a SBR, but never had an urge to own one.  I broke it down like an M16 for cleaning, all the parts looked the same, so I always assumed the parts where interchangeable.
