NEW Changes to Firearms Registration
« on: October 15, 2021, 11:06:23 AM »
This was posted on HPD's Facebook page today.

Honolulu Police Department (Official Site)

Changes to Firearms Registration
Effective immediately, firearms registrants are no longer required to bring in their firearms when registering in person.
Further, individuals needing to register firearm(s) will soon have the option of in-person OR online firearm registration.
Those who plan to register online are advised that HPD is still creating the online registration system at this time. Until the system goes live, online registrations cannot be accepted and firearms will be considered unregistered.
Individuals wishing to register in person may still do so. Beginning on Monday, October 18, 2021, the Firearms Section will be open for permits to acquire and registration during the following hours: M/T/Th/F, 8 am – 4 pm; W 8 am - 6:30 pm

So with those expanded hours, does that mean they’ll take more than 50 people per day? Because that’s what it sounds like.

Unless that’s just to appease the people for a standby line time.

There should NEVER be a limit to persons getting PTAs, as long as they’re in line before closing time, especially if ready with paperwork in hand.

HPD website no longer mentions a limit to people, but the time to line up remains up.

Well you kinda have to unless you want to go into town and register it in person. Otherwise HPD said you can wait

I mean, nobody would possess unregistered firearms!

"Individuals wishing to register in person may still do so."

Sounds like registration at this point in time is optional.  "Wishing to register" and "may" both sound like registration is not being enforced.  The alternative would be something like:

"Individuals who need to register their firearm/s must do so in person until online registration is made available," or something like that.

the unreasonable one persists in trying to adapt the world to himself.

Will have to register a rifle soon, so checking on what's the latest.

From the HPD website (same as before, but figured I would verify):

Quote
Firearm Registrants are no longer required to bring in their firearms when registering.

Then:

Quote
OPTION 1:

The buyer may register their LONG GUN/HANDGUN at the
Honolulu Police Department (HPD) 801 S. Beretania Street.

Identification and Permit-to-Acquire Firearms Form (HPD-131) are needed.
The Firearms Information Form (HPD-84) is also needed for LONG GUN registration.

All required firearm information shall be filled out:
Caliber, Make, Model, Type, and Serial number, and name of transferor.

For the "required firearm information", it should all be on the paperwork (ATF 4473), assuming purchase from LGS or from FFL transfer.  I recall reading need to fill out the permit application (same as before).  I was kinda hoping you could just hand then that form and they could enter the info into the system. . . maybe  ;D

Are they allowing printing and filling out of forms ahead of time?  A while back, I printed out and filled out forms ahead of time, only to have to fill out the permit application when I got there.  Again, that was a while back and when the form was on the multi-page/copy format (like carbon copy).

Yes, all forms you need are online and you can print and fill them out ahead of time to save yourself some time and annoyance from HPD. You only need to fill out another “permit application” if you’re bringing a firearm to register from out of state. That’s what they made me do. Otherwise my other guns I registered were just as simple as them checking the SN#s and then having me sign the registrations. You’ll need the “Firearm Information Form” as it’s called on their site. No cost, and pretty quick to register if it’s from in state

Cool.  Thanks!

I just recall that slighly painful lesson of having to write 3 or 4 permit applications there, after I had completed and printed out beforehand.

I recall the same,  they always made their own forms and had me fill it out there.

I prefill the forms and make sure to use BLACK ink. I had to redo the ones that I used blue ink .  Also I leave important info blank and complete it once there, like social, signatures and DOB.  Just in case the forms get lost.

The only form that I had to redo in person was the medical one. IIRC it's yellow and for what ever reason, HPD makes up that when printed out on white paper, it's no good.  This was precovid.

Doing long gun.  I recall in the past that had to fill those out at HPD, but when I got my rifle permit, they told others coming in that they can take the forms, fill out, and bring it back.  They didn't allow that before, or at least that I recall.

If you are doing long gun with a current long gun permit, you only need to fill out this one form. You can fit seven long guns on it.;D

They allow it now, which makes a lot more sense considering that they don’t have to spend as much time if more people come with their forms and paperwork prepared. Also, it must depend on the person taking your paperwork because I’ve filled out several applications in blue ink and they didn’t care nor did they ask me to redo them
