PERMIT TO ACQUIRE Monday OCT 18th 2021
« on: October 18, 2021, 10:33:52 AM »
GM

I wanted to share that i was NUMBER 1 this morning in a really NON EXISTANT line at HPD for the Permit to Acquire.....The NEW Changes are GREAT!  One of the officers basically told me that we NO LONGER need to really come early BUT it's First Come, First SERVE.  NO COVID check in's was done.  MASK OF COURSE is still requirred as is the SIX FEET.   LINE UP is at the Side by the Snack Shop.  So to me, everything is NOW back to the way it was!

BTW when i left a 0815, there were only Four (4) in line waiting to be served!

Wednesday should be interesting  but i didn't want to wait....

Aloha!

So is it still only limited people per day or doesn’t matter? Not sure how the new change is any different. What was pre-COVID PTA like?

Pre-COVID, it was 100% walk-in .... First come - First Serve. No appointments -- not online nor handed out in line.

To add on to flapps comment... There was NO limit. So everything was basically luck of the draw. Ahhh i remember always goin bout 1000 hours and it was almost always dead.

Crap. I hope Wednesday is ok. I get to pick up my pta papers (2 pistols) and my renewed long gun permit. Waited 4 months for this and it just happened to land on my day to pick up.  >:(

Passed by around 0615 and no one outside.  IIRC, Tue and Thu were the days where there were usually lines to the elevator by the time I passed by HPD.

In my opinion the long lines resulted in two things:

1.  The appointment system.  I may be paranoid but the appointment system only took so many people a day, but less than what they could service if it was just walk in only.  Just my opinion because there is no way to prove it.  The reason I say this is because of that Friday when I approached the registration office and asked the officer nicely if I could register my firearms if there are no appointments.  He said sorry, come Monday and stand in line before 6am.  I looked into the register office and there were no one there.  I looked at the waiting line area outside the door and there was no one there.  My opinon:  They purposely take only so much in a day, but realistically they can take more but no one can prove it.

2. Thanks to the fearmongering and #1 above people began to panic and be concerned.  If they were contemplating getting firearms they started to scramble and get them before the restrictions and lockdowns became worse.  The current inept POTUS in office didn't help any either.

So with the two above things in place more and more people were trying to acquire and register firearms.  The backlog started to get huge.  Everyone here knows how hard it was to get an appointment for PTA before they started to do the 40-50 a day line up before 6am bullshit.

Now with the Wed. open until 6:30 pm plus commitment to service whoever is in line at 6:30 pm gives relief to many many people who cannot come during the regular 8-4:30 pm schedule.

With this option, I believe those who had to take off to exercise their 2a rights will now utilize the late schedule.

With that being said, I'd like to sincerely thank the gentlemen who fought relentlessly to make this option possible.  The 2a community will benefit greatly from this victory.  Much Kudos to these gentlemen and HIFCO.

The appointment system was a good idea in theory but it didn’t work in actual practice due to people having the ability to sign up for multiple timeframes, taking away slots from others. Some booked appointments and didn’t show up with no penalty. Some even booked and sold these slots, a bit unethical in my opinion.

The appointment system would work if there were more locations that can service people like the DMV’s AlohaQ, but not if there’s just one location. The result is the backlog that we all saw.

HPD liked the appointment system because there was a set limit on how many people to service, and how much work they needed to do. Imagine how much easier your job would be if there was a cap on how much work you needed to do? Plus, as an added bonus, it also limited the number of permits to issue, therefore reducing gun ownership.

Glad things are back to normal with extended hours on Wednesdays. Another big benefit is not having to bring a firearm to register and the ability to register online. I never thought I would see a change like this. Looking forward to registering via a PC or mobile phone.

Kudos to all the people who were involved in making this happen! Much mahalos!

everything is NOW back to the way it was!

Wednesday should be interesting.

As was pointed out earlier, two changes were implemented today. First, there is no need to come early (prior to 7 AM) to get a number. No officers with clipboards were doling out numbers. Just queue up outside the permit application office, or the registration/permit pickup office. Not sure if this is unique to Wednesdays from now on, or whether this will apply to other days. What if more than 50 people show up on Thursday? As a senior citizen, I appreciate not getting the bum's rush while sitting on one of the benches, early in the morning. Second, you are not required to bring your weapon in for a serial number check. Just show them your state ID and the relevant (approved) permit. This  only applies to weapons you acquired from a local FFL dealer. HPD checks the data against computer records entered by the FFL holder. This is supposed to be submitted each evening, thus, I do not know how tidy each shop is at getting this done on a timely basis. I was able to apply for a new permit to acquire, pick up a permit to acquire after the two week waiting period, and register a rifle, all in under an hour.

In the HPD garage, I finally saw a parking enforcement officer at 8:45 AM. Make sure your meter has time left on it.

Picked up my permit this morning 0830.  Nobody in line to register.  Didn’t see anyone waiting around.  Went back at 3:04pm to register…done at 3:08.  No one in line.  Just awesome….sucks I put 40 minutes on the meter..lol

Has anyone applied for a permit that last couple of weeks? If so, how many people were in line ahead of you? What day of the week did you go and the approximate time? Thanks in advance.

I checked in yesterday (Tuesday) and cruised right through the PTA application office (no one was in line), but the Registration office had two other guys inside, and I had to wait 5 minutes to get in. Before noon, I registered one handgun and one long gun, with around a 15 minute period of time for both. HPD will multiplex you at different windows to speed up the process.
I noticed that they are being quite careful about getting the right weapon description into the database. Some guy was registering a Ruger, and they wanted to know if it were a normal, custom or super. The officers are very courteous. Next week on Wednesday, I'll be picking up a permit for a Glock, and registering the handgun the following Tuesday (which will be the day the 2nd permit is ready). Try to stack two or more steps in the process to avoid having to visit them more often than needed. The quarters you put in the parking meter will disappear quickly.

Do you have any information on options for obtaining your cleared PTA via methods other than physical pickup?
Thanks.

According to sources, sometime after the new year, permits will be able to be emailed directly to a gun store once it is approved, but right now physical pick-up is your only option
