They still won't be prosecuted. This is the problem. The law states if under X amount, no big deal.  HI passed a similar law a few years ago. Theft was raised from like $300 to $750.  But our culture here is different, which is why I suspect we don't see what's happening to the extent in San Fran, Seattle, etc...

If there is any justice in this world, they would be CARTed off to prison and sentenced to LAUNDRY detail for a few years.

To some extent, it's the old school Asian culture of not bringing shame upon the family.

There was a time when Fathers told their children "Eh, no make me shame or else you get dirty lickins."

Where da hell did "they" come across this silly law where if theft occurs under a certain dollar amount basically no charges or prosecution?

And I guess inflation affects everyone, even the low-life puke-ass criminals.  Raise the theft threshold from $300 to $750.
