A majority ofl road projects are funded and planned by the individual states, counties and cities. Only federal projects -- Interstates highways, bridges, AMTRAC, and roads on federal properties, for example, are handled by the feds. Others, like the Hawaii Rail, are at the state's expense and planned by the state. Same for local county and city projects not under state jurisdiction.
Even if the Feds help fund a transportation project, the planning, building and any racial biases are still below that level of government.
So, is Buttigieg saying the individual states, counties and cities have all been racists? Because that's where the bulk of the planning and building occurred.
Seems to me Senator Robert Bird was the longest running Chair of the Congressional Transportation Committee, as well as one of the oldest living Senators ever until his passing. His state of W. Virginia seemed to get a lion's share of road project funding. Go figure.
In light of Bird's history as a KKK Grand Wizard, maybe that rumor/myth about roads being racist started because of his chairmanship? Just a thought.
