Also, it only takes a few insiders who disagree with government actions to "relieve" the military of a few choice weapons that civilians can't acquire on their own.
That includes body armor, helmets and other milspec gear.
As for comms, lots of CB and HAM radio operators and equipment that can make a difference. Unless the Internet is shutdown, that's still a viable means, too. As dependent on the Internet as all facets of the nation are, including military, government, and the media (required to be controlled in most scenarios), I don't see the Internet being taken down intentionally by Big Brother.
Secure comms are relatively easy if cell or landlines are still operating.

As long as both ends are using compatible keys, the transmissions are encrypted. Anyone listening in will have a difficult time trying to unscramble the conversations.
For short range, there are walkie talkies that use random encryption to prevent eaves dropping.
I don't know how useful it is to stockpile electronics. Not only do they not withstand the amount of time between storing and using, especially if they need certain batteries, but the technology used my be outdated, making them very easy to intercept or jam.
Having said that, analog devices, if still working, can often be a hedge against a digital-age adversary. While they are scanning the digital bands, you'll be on a band almost everyone else abandoned.
