I spent some time in Strategic Air Command.
I was crawling around Nukes when I was 18 yrs old.
I was told our mission was to disable the enemy's ability
and desire to wage war.
In that order Ability and then Desire,
It seems many modern war-fighters get those mixed up.

The mission was to develop capabilities that COULD do the things you said in order to keep from ever having to use them.  in the context of deterrence, preventing the "Desire" to go to war with us was the first objective.
