I think it's because our leaders in Hawaii are like the people of Hawaii.

It's a vicious circle.  Scared sheep electing scared officials to office.

We do have brave courageous people in Hawaii.  Willing to vote brave and courageous leaders to office.

But they are outnumbered.  By the sheep.

Peasants that are willing to defend and attack if need be are frightening to the masters.   They need to keep them thinking that their rule is all that is needed and only they are the only ones allowed to do those things..

They will provide "security", less the unwashed figure out the fat cats in power are not needed, but need being watched, controlled, and removed if necessary.
