If I recall from posts here and sourced reports, Susan Ballard was in hot water with the police commission because she didn't have a valid defense for summary denials of CCW applications. That policy, although a continuation of previous police chiefs, drew national scrutiny over its similarity to other states' policies which have been deemed unconstitutional. In other words, requiring the applicant prove they have a specific justification for CCW is illegal.
The Police Commission will be looking for changes that essentially limit CCW to "trusted" individuals so the state doesn't lose another 2A battle in court. Whether that involves issuing permits for OC or simply approving CCW for all who jump through the training and testing hoops, something has to give.
I think it becomes a catch 22: don't want to issue CCW licenses, but can't deny the applicants without justification.
The law created a "May Issue" situation, but the Police Chief's policies have effectively turned the law into a "No Issue" state.
