According to the Government Accountability Office the ammunition breakdown at the time included:

3,151,500 Pistol and revolver rounds

1,472,050 Rifle rounds

367,750 Shotgun rounds

56,000 Fully automatic firearm rounds

I've seen experienced shooters load .357 Mag in a .38 SPL revolver, and get the cylinder stuck aligned with the barrel.  The last time I saw it was at SRGC.  So it happens. . .

My thoughts also.  Maybe some higher level government goons carry revolvers as back-up.

Most if not all the micro semi-auto pistols don't carry the potent rounds the back up revolvers can.
