I remember hearing some of the mainland ccw permit applications required the fee up front.  They would go to their scheduled appointment, submit the completed app, get fingerprinted and pay $50 or whatever the fee happens to be up front.

From what I understand, my parents have both SC and GA permits and they have to pay ahead of time, but only because the state require(d) they took a qualifying exam and shoot (poor GA Const. Carry) I believe

They already have a “process” in place. They are blatantly opposing the SCOTUS ruling, and the State AG’s opinion on the matter is clear.
This is denial of everyone’s civil rights.


Just put in an application, on the principle of the matter.

Elections matter, this is one that matters a lot for us 2a people.

When the wife and I applied, they told her that she had to pay for Rap Back because they didn't have it on file, despite us both getting it together years ago and me transferring a pistol to her after that went through. I thought your comment about nobody being enrolled in rapback was made in jest because when my gf and I both went in to apply for CCW, she got flagged for no rapback (I didn't get flagged since I did mine a couple of years ago).

So its possible we are enrolled or maybe they have a database tracker of people who paid for rapback but are not enrolled (because nobody is enrolled).

From my foggy recollection, my original one time charge and fingerprinting required the old ink pad and paper. Then rapback was implemented and required a second one time charge and fingerprinting. This time they started using a modern fingerprint scanner. No messy fingers.

They should have noticed her fingerprints were scanned in their system with date completed  (thus proving she paid for rapback).

Unless the fingerprint scanner was already deployed and in use pre rapback.

I seem to remember getting the inked version of fingerprinting, but watched as some in line at the firearms section were taken into the doorway of the records section and had their fingerprints scanned.  I assumed that was for out of state registrations, but it might be something else.

Last time I had ink fingerprinting was more than 10 years ago on a fingerprint card and I had to do them myself at the station. That was also for something not related to firearms registration or a crime. Every time since, it was laser fingerprinting.

Well, it doesn't matter as we both got the same letter telling us everything is on hold until they look into the matter a little more, i.e., "we need time to BS something that'll fly under the radar for HIFCo's lawyers."
