It's called "riding on her husband's coattails."  Many politicians are spouses/widows or children of elected officials who used their familial ties and name popularity to jumpstart their own careers.

Lots of cases where a member of congress passes, and the spouse is appointed as the "interim" congress critter until a new election is held.  As the appointed "incumbent", they have an advantage over challengers.  Plus, there's the name recognition.  If they performed as ordered while in office, there's also the party and union support not offered to other candidates.

Hillary was an awful First Lady, trying to inject herself into so many issues she wasn't qualified or even authorized to be part of, including the first failed healthcare take-over scheme.  She was much more into the politics of the WH than she ever was in the day-to-day duties the First Lady traditionally handled.

Then she ran for the Senate seat in NY, a vacancy created when Daniel Moynihan announced his retirement.  Kennedy died in a mysterious plane crash, so she won unopposed.  Even though he hadn't announced running for the Senate yet, many believe he was seriously considering it given Hillary was not a NY resident -- the people should be represented by a New Yorker, he said.
