The camp is in my neck of the woods I knew a few guys that had there sons go to camp there and they did Scoutmaster stuff with the kids as well.
I thought they had went to air rifles years ago as they were all anti gun nuts back then, 20 or so years ago.
Kid archery stuff only.  Most kids can't handle a 70# compound bow.
A tragedy, .  Somebody didn't teach gun safety very well.

Most unfortunate.  On Maui in the 70s and into the 80s the Scouts had enlisted guys from the National Guard run the rifle range and help the kids earn their merit badge.  All the rifles were single shot with wonky sights.

Rumor was it was an unauthorized rifle at the event, and it was unattended.

This kine stuff in this day and age will be the death of all 2a activities.  Liberals will be in an uproar as this is ammo for their gun grab agenda.

It's unknown if this was an actual boy scout event, or it was someone's rec fire at the boy scout range.  I'm thinking it's the latter.

People getting sloppy with range safety or don't know how to safely run a range.

My experience on the Big Island.  I was at MM16 range and there was only one other guy shooting rifle next to me.  I tell the guy if he could stop shooting so I could go downrange to change my target, he says okay.   I walk down a hundred yards and change the target, no problem.  Halfway walking back to the firing line the guy is shooting already.  I hear stuff like that is common on ranges without RSO"s.  Also muzzling people.  Leaving garbage and trash on the range.  People don't know any better or don't care about range rules and safety.

This is why people need to learn and stress safety for noobs.  When I first got into shooting, I was educated about it from Guy at 808GC since I was 99% indoor shooting.  Then I met the HDF people and events which stress outdoor range safety.  This has put good practices that I follow and pass on to friends who are noobs as well.

"Boy Scouts" is now just called "Scouts BSA" since girls can now attend the Pack or Troop.

(Actually, it's not a bad thing because it is easier on families who have daughters that can now participate in the same after-school activities instead of sitting around waiting for the brothers to finish their activities.)

it all makes sense now

BI is big,  but a small population.
Lots of churches and a small town atmosphere.
It doesn't surprise me that guys working in the prosecutors office
were mentoring Boy scouts.
Scouting is very big here.
Our local Honokaa  scouts are sponsored by the Hongwanji temple.
I guess the Catholics got out of that business here.
Church is right next to the Temple, so all the kids are well served.
Small town.
The only question I have is what is a very pricey semi auto AK style rifle doing at a boy scout camp?
That is not what you normally use to teach a kid how to shoot.
If only on the basis of the cost of ammo.
Probably it is the fact that there is a range, the cops won't fuk with you, and adults can blast away.
There are no  public rifle ranges on the BI.
