No FFL is required for same State transfers.
He can ship it directly to to you via all carriers EXCEPT USPS.

1. Apply for permit from HPD
2. pick up permit and send permit to Hilo , (seller) sign the back.
3. Send back paperwork with the pistol to you directly but not via USPS.
4. register pistol with HPD

Time out: around 11:00
People in line upon Arrival: About 12.  Was just behind the finger print counter.
People in line upon Departure:  Lots!  Out the door. 
Permit Applications Submitted:  0
Permits Picked Up: 2
Local Firearms Registered: 0
Out of State Firearms Registered: 0

They seem to have an officer come out and ask if anyone is picking up.  That seemed to help expedite.  However, they seemed to be caught up with doing fingerprints when I was there.  So I waited in line for over an hour for about 2 minutes to pick up permit.  Guy in front of me same thing.  One of my friends was about 8 people behind me and he was applying for handgun permit.  About the same.  1 hour wait in line and about 15 minutes to fill out and submit paper work.

I was actually worried that I wouldn't be able to get the guns registered before the end of the day, but the line was shorter than when I left earlier in the day and it seemed to move.  The "roving" officer came out and expedited those picking up permits.  After that, he helped those coming back with their handguns, which I was.  That really seemed to help expedite.  Since the print the registration, all they need to do is verify the serial, you sign and they print the registration.

I usually park in the Public Parking across Alapai from the station. Max: 3 hours, $1.50/hr, but free if parking before 8am and after 3pm.

I'll check downstairs at HPD first, but the last two times I ended up parking at the city public parking.

No lines today, only one guy ahead of me at 9:15. I always fill out the registration form before arriving so I was in-and-out in less than 15 mins.

Many mentioned that the lines were long last week due to many people buying guns over the holidays as well as many who were caught up in the Kaiser/Straub thing that finally got cleared up and those affected being able to register, apply, etc.  Hope the lines remain short to at least reasonable levels.  Might be picking up a couple more guns in the next month or so. . .  :D

The line is so big almost to back door :(  I canthink stay that long ..... this is unacceptable we got to do something about this!!!!

Their may be a problem with the online registration, Namely the law states that the form used must be from from the attorney general and must be uniform throughout the state and as far i understand its only HPD that have it online.
