We all want constitutional carry, but it'll take the courts 5, 10, 20 years to get that through.  You can carry now without a permit and get arrested, and hopefully in 5, 10, 20 years you'll be released when the laws are found unconstitutional.  Best we can do for now is reduce the damage as best we can  and allow the most people to apply in the meantime.

Correction:  You cannot carry in PA with a home state permit by itself.  Rather it allows you to apply for a non-resident CCW permit there.
