If mineral sunscreen can be shown to substantially harm reefs why is it a dumb law?

Because it's unenforceable?

Is someone going to have equipment to test samples of the sunscreen you are wearing to see if it's legal?  Lots of people lather up at home or in the hotel before leaving for the beach.  Much better to do instead  of when you have sand all over your hands.

What if someone lathers up in the parking lot?  Gonna force them to march back and show the bottle?  What if there are different bottles?  Which one are they actually wearing?

Just making worse problems.  If it's that big of an issue, have a shower requirement for all visitors to rinse off before entering, and then provide the "safe" lotion for them to slap on.  Of course, that lotion should be included in the environmental fees you get charged when going to places like Hanauma Bay.

Personally, for me and my own we all use the mineral based ourselves.  We have been on the natural/organic train for years. 
What i want to know is if the other types do actually do any damage to the reefs.  As far as I have read all the soyence behind it is the same type they use for the re-branded climate change stuff.

Sorry , details escape me right now, but I believe one of the reasons Hanauma bay started closing once a week was because of the amount of sunscreen in the water. Not the only reason, but it was a factor in the health of the reef. I don't recall them differentiating between types of sunscreen.

You are right that it would be very difficult to enforce the use part of the law but the sale and distribution would be pretty easy to enforce. Very few people are going to have it if local stores stop carrying it. You wouldn't get 100% compliance but it would almost certainly be significantly reduced.

How's that working out for fireworks?  Next New Year's Eve,, take a look over Oahu and let me know how easy it is to control "sale and distribution" of illegal contraband.

If tourists want mineral sunscreen, there will be tour bus drivers, show ticket hawkers, t-shirt vendors and surfboard, snorkel and moped rental workers who'll know where they can get it.

Good point. 

And, are the Cops going to spend state, city and county funds to conduct sunscreen sting operations?  Will they be searching all incoming luggage at the airport for contraband Coppertone?  If you manage to smuggle it in or find an illegal seller, are you going to worry about the beach patrol walking by with mineral-sunscreen-sniffing beagles like they do looking for agricultural products at the airport?

Thats why laws like this often set the regulation to start years in the future. It gives them time to exhaust their supply and not suffer a loss.

The article doesn't say when this law was first passed though so gotta dig deeper if they did this or not.

Like I said, the goal is not 100% compliance just a significant reduction. Of course some visitors will bring it in.

But if this is such a dumb rule, what is your proposal to reduce mineral sunscreen causing problems for our reefs?

It's really not that hard to find the facts.  Took me 15 seconds.

The bill was signed in 2018, and it was to become effective Jan 1, 2021.  Some articles state it's effective Dec 1 this year.

As for the purpose, it's like banning plastic straws.  I can still buy plastic straws and have them shipped here -- cheap, too.  Pure virtue signaling.  Not much science or earnest effort to tackle the problem.
