TRENTON, N.J. (AP) — New Jersey lawmakers unveiled new legislation Thursday to rewrite the state's firearm carry laws after the U.S. Supreme Court ruling in June expanding gun rights.

Democratic Assembly Speaker Craig Coughlin and Senate President Nicholas Scutari, surrounded by other lawmakers and red T-shirt-clad Moms Demand Action supporters, said the new measure will bar permit holders from carrying in schools, polling places, bars, restaurants, theaters, sports arenas, airports, casinos and child care facilities.

It also sets up a new requirement that permit holders carry insurance to protect against accidental discharge, coverage that Scutari said is already available in insurance marketplaces. The bill increases permitting [fees], though the exact amount wasn't immediately clear. The funds will be put toward compensation for crime victims under the legislation.

The measure also calls for permit holders to undergo gun safety training and would set up a vetting process that requires non-family references to vouch for applicants. It would disqualify applicants with past violations of restraining orders and other “character of temperament” concerns, though just how those issues would be defined wasn't immediately clear.

If a gun owner can't find an insurance carrier in their state that offers "accidental discharge" (or ND) coverage, then they are denied their rights?  Insurance is regulated state-to-state, and not all companies offering insurance in one state makes it available in every other state.

If the premiums for ND insurance are high enough, it's going to force those who can't afford it to forfeit their rights or they may choose to own/carry firearms illegally.

To define an event as "accidental discharge" will be complicated since 99% of events reported as such are actually negligent discharges.  An ND could have been avoided by safer handing of the firearm.  "Intent" doesn't make something either accidental or intentional.  Negligence could be used by the insurer to deny a claim.

Insurance will increase the number and size of civil lawsuits.  Where the gun owner has the means to pay (via a hefty insurance policy), the desire to sue will be greater.  Also, insurance companies will be more apt to settle a lawsuit for more than an individual might.  That also incentivizes more/larger civil actions.

Insurance will do nothing about the majority of shootings.  Criminals will not buy the insurance, and insurance will not pay if the shooting was intentional unless done so for self defense or defense of others.  If the shooting was justified, there's no insurance payment.

These points have been made everywhere gun owner insurance has been proposed.  Seems like the gun grabbers know all this, and are happy to use it as one more way they can keep people from exercising their rights.  Their supporters simply think they know how gun insurance works, but they really don't.

Just end up suing the state as no other rights require such onerous and burdensome items.

Are we required to have insurance for slander or libel?

Any training requirements for voting? (There should be, but that's a different story.)

In the end, ainokea carry is looking to be the best.

We could see this coming from ten miles out.

Hawaii, New York, California, and New Jersey lawmakers must be all close friends.

Nothing happening so far surprises me.

But for a while there, I was hoping that just once, just once Hawaii LE and lawmakers would respect and follow the SCOTUS decision.

I must have been dreaming.
