He is a vegetable, they have to juice him up with special drug cocktails to get him out there to babble mindlessly.

Without the drugs, he would sit and crap his pants. 

Then again, he was not installed to think or do anything but carry out instructions.

I blame the people who put him there, starting with his family/wife who knew he was not mentally up to the job. 

Next, I blame the voters (Democrats) who got him within the margin of victory. 

Then I blame the MS Media, who propped him up and attacked Trump every chance they got.

Lastly, I blame the swing states which broke their own laws under the guise of "Pandemic Emergency" so it was easier to stuff the ballot boxes with unverified and/or fraudulent ballots.
