Is it legal to buy a 14.5 upper online?

I am new here.
Is it legal to buy a 14.5 upper ship to my house and then have a gun smith to pin and weld a muzzle device to meet the 16 inch barrel length?

Yep.  As long as it's just the upper, it's not a firearm -- legally.

If you have a lower that was legally registered as a pistol, you can join the two halves as an AR pistol.

If you have a lower that's registered as a rifle, that's where you get into illegal territory.  If you join those halves, you've created an SBR.  Without proper NFA paperwork, it's illegal federally.  Even if you have NFA paperwork, it's illegal per Hawaii statute.

So, I'd recommend you don't do any "test fits" until after you get the muzzle device pinned & welded.

I've sent my 14.5" barrels out to John Thomas at Retro Arms Works for pin & weld services, also for pinning the A2 FSB  when I needed that done.  Turn-around is very quick.  Just be sure to include all the parts, such as barrel nut, shims or crush washer, muzzle device, gas block, handguard cap, taper pins, etc if applicable.  You start by sending him an email for a cost quote.  The box you use to send your stuff to him will be the box he returns your stuff in, so box well.  Payment via a "personal check-in-the-box".

BCM sells 14.5 uppers with the extended flash suppressor already pinned and welded in place, having a gunsmith do it for you will just cost you more in the long run.

If you like what they offer, their workmanship is top notch.
Seen one you couldn’t tell it was pinned and welded unless you look for it.
The pin and weld was parkerized or blued or whatever they did to match the muzzle device.

Of course their complete uppers aren’t terrible either.

But, yup, that’s only 1 of the options.  Heard good things about KoffinWurks but no experience.
