It depends on what definition of racism is being used.
If the definition is purely based on hatred of one's race, then Trump is not racist.
However, if the definition used is that of not allowing or wanting another race having the political, economic, social, educational, etc. power or leverage over one's own race, then that is another story that requires more information in Trump's case.
