Officials acknowledged the lack of consequences for prior violations, but said the responsibility is Canumay’s.

“There are a lot of people with bad traffic records out there. And that in no way, you know, it’s not the system’s fault of what happened today. It’s Mr. Canumay’s fault. He’s the one who chose to do this. He’s the one who chose to drive this way. He’s the one who’s gonna pay the consequences,” Alm said.
