CB: … The Hawaii correctional system is requesting another $25 million to pay for planning and procurement of a new jail on Oahu, but Gov. Josh Green has told his staff to come up with “a better proposal.”

The state has already spent $10 million on planning the new facility, which would replace the aging and inefficient Oahu Community Correctional Center in Kalihi. Lawmakers last year blocked a similar request for additional planning money for the project, saying the state should reform its cash bail system before constructing a large new jail.

Lt. Gov. Sylvia Luke was instrumental in stopping the request for additional planning money when she was chairwoman of the House Finance Committee last year, and Green said he has discussed the plans for a new jail with her.

“She and I want to be on the same page obviously on this kind of thing. We think that we should know what our true belief system of who should be in prison is before we built the new prison,” Green told reporters Wednesday….

(Translation: We Need to Let Lots and Lots of Criminals Back out onto the Streets.)

“There’s going to be some prison and justice reform, we hope, right now,” Green said. “I don’t want to see people incarcerated for minor drug offenses. I think people should only really be in prison for violent crimes, with very few other exceptions.”

Every single gun-related crime with the exception of brandishing and shooting are administrative -- i.e. nonviolent.

Failure to register, lying on a permit application, possession of firearms while prohibited, places to keep, concealed carry without a license, open carrying in public, etc, all carry potential prison time.

Someone should ask Green whether or not those violations are included in his list of "people [who] should only really be in prison for violent crimes."

The people who seem to now be at a greater risk of dying suddenly. Kinda funny how that works.

I personally know someone who was convicted of drug possession 15 years ago and spent 2 years in prison. After this person got out and while on probation, got caught with 1 round of live ammo and no firearm. Got sent back to prison for 6 months for that.  Those that run the system hate guns and anything to do with guns.

I want to know why it would costs $35  MILLION to "Plan "something" ?
Aren't we supposed to request designs and bids then accept the best proposal and they get the work ?

I remember hearing about every few years yet another study was paid for to investigate options for the rail project.

It started for me in 1992 when I arrived here with the project being voted down in 1994. The rail project was approved in 2012, even though the excise tax increase to help fund it was already effective as of 2005.  The original date to complete the project was 2020.  The new date makes the project 11 years past due -- assuming it actually finishes by 2031.

We spent millions just studying the traffic impacts, route and design.  And don't forget the historical and archeological preservation studies to avoid disturbing the bones of people buried along the construction route. The plan that was adopted said it would only cost $5.122B to complete.

It's now 11 years past the projected completion date, and 139% more than the original estimate.  Costs to date are over $12.45B with more budgeted.  The project has been so sloppily managed, the Federal Gov't has been withholding $744M in funding since 2015.

What happened with most of these state-run projects is they solicit studies to determine how they need to proceed.  Then they send out the request for proposals to get those competitive bids (competitive in the sense that someone's relatives or campaign donors will get the job).  So, they haven't even gotten to the proposals stage.  They are paying people to present options that the decision makers can select from.

If we'd started rail just 8 years earlier, we'd have been able to finish it at a fraction of the cost -- before Obama took office and before the home lending industry destroyed the economy.  I'm sure Biden's economic policies are causing a massive inflationary increase in the remaining cost estimates.

Timing really does matter when budgeting for very large projects.

Anybody specific?  Can you name a person who talked about COVID internment camps?

No matter what you call them, quarantine camps for involuntarily segregating people suspected of carrying a communicable disease is nothing new.  To pretend this practice can't or doesn't still happen is naive at best.  While the duration of quarantine might vary, it's not a stretch to believe that the government is willing and able to violate our individual rights by simply stating it's in the interest of public safety.

Fact check: Quarantine 'camps' are real,
but COVID-19 camp claim stretches truth

Quarantine for suspected infection is one thing; claiming “internment camps for the unvaxxed” is another thing entirely.  Still waiting for someone to post anything showing anyone in a position of authority in the U.S. talking about forcibly putting unvaccinated people into camps.

I realize that’s a popular theme, but it’s also patently absurd and does nothing to advance any real conversation about the appropriate bounds of government public health powers.

Yes, the government is willing and able to restrict individual rights based on public safety.  How about my right to drive 100MPH on the freeway?  Restricted for public safety reasons.  That’s why the 2A is so important, and why it’s so important to roll back the ridiculous laws and regulations that aren’t consistent with it.

The CDC has a whole guide on how to do it

Can you point to the part where they advocate forcibly relocating unvaccinated people to camps?

I just posted the guidebook. I can’t read it for you.

I read it.  Didn’t see the part that you seem to think was there, and was wondering if you could tell me where it was.

Which apparently you can’t, probably because it isn’t there.

It’s literally a guide on how to use a health scare as an excuse to round people up into internment camps.

It’s “literally” not that.  I can read it for you, but I can’t understand it for you.
