Moving to HI with my firearms
« on: November 18, 2012, 07:22:55 PM »
I'll be moving to Maui in two months, will be bringing my firearms collection. Still not 100% clear on the process of registering them.

I have several pistols, some have 15 round mags that came with them when I bought them years ago. I'm pretty sure I can't bring the "high capacity" mags, right?

I also have an AR with a .22lr upper. Can I bring my 30 round mags for the rifle?

Lastly, when I go to Maui PD to register them, will I need a mental health clearance form filled out by my mainland M.D.?

Do I bring the firearms collection to the station or just the information?

If I have to bring the firearms, do I have to bring every magazine or just one for each gun?

Sorry about the long questions, but I need to be clear what I have to sale before moving.

thanks,

other than knowing that the 30 round mags are not an issue, and that if it's like Honolulu, you dont need to bring your mags in at all, i know none of the answers.

If you have a large firearm collection, the FFL dealer may have HPD on site to do the paperwork at the dealer...meaning +20 weapons. You can't legally have the pistol mags greater than 10 rounds, so you can restrict them to 10-rds to remain legal. I wouldn't even ship the mags with the pistols either way.

Bring all the guns unloaded no mags to the station.  If your coming from a place that had registration bring all copies
Make sure your not brining illegal guns into the state like a ar pistol or any assault style pistol with magazines not p
Loaded though pistol grip.  No "sbr" or silencers.

Filling out paperwork and firearms is all you need for out of state registration. Make sure the officer knows they are from out of state.
Magazines are not required for registration. No hi-cap for pistols, rifles are only enforced  for hunting.
No doctors note necessary.

Thanks guys,

So it looks like within 72 hours of my guns arriving, I should bring them and their paperwork to HPD maui. I need to inform them that the firearms are from out of state.

One more question, how much ammo can I bring with me?  Is there a law limiting what I can bring? Since ammo is cheaper on the mainland, I figure to make a large purchase and be stocked up for a while until I figure out a good source for ammo on maui.

How do you plan on shipping the ammo to Maui? If you already have that figured out and it is cheap enough to make sense then there are no laws regarding this to my knowledge. The problem is how you are shipping it here. Most container companies will not ship ammo in their containers knowingly. It is shipped here in containers properly declared, hazmat fees paid and insured by the shipping companies to the local gun stores. Which costs a lot BTW. I tried to ship my ammo in my container and the company would not allow any ammo, powder or primers allowed in my container. Most people I know either pack their own container and declare that they are not shipping any ammo or package and seal  their ammo up in small packages or hide ammo in larger pre-packed boxes so that moving companies don't suspect they are packing ammo in the container. And I have one friend who had a moving company pack all their ammo in their container and never said a word to my friend. Fed-ex will ship ammo and primers but at a VERY high cost that may not be worth the price.

Disassemble the standard capacity pistol magazines and ship them seperate from the firearm. When you arrive find a shop to have them re-assembled/blocked or put them away as parts.

Short answer is yes.

There is no mental health clearance required for registering out of state firearms you own and brought with you.

They need to physically verify the serials, so yes you need to bring them (or just the receivers) with you. If it's a large collection plan on taking a day off to get it done. The only paperwork needed is a plane ticket (or shipping invoice) proving you and your firearms arrived from out of State.

*BUT they will probably want you to fill out a permit to acquire during the registration process, so bring the required documents for that.

One more question, how much ammo can I bring with me?  Is there a law limiting what I can bring? Since ammo is cheaper on the mainland, I figure to make a large purchase and be stocked up for a while until I figure out a good source for ammo on maui.
There is no law restricting how much you can bring. Airlines have different regulations (usually 25-50lbs if properly packed and put into checked luggage). Save yourself the headache and ship it.

*I shipped 25,000 rounds in the container with my cars. The shipping company had me pack everything to their requirements (steel ammo cans in wooden crates marked ORM-D)...no hazmat fee was charged.

Used Matson in 2002 and Horizon in 2008.

Which one was okay with you putting ammo in metal cans in a wooden crate marked ordnance?  I'm getting all sorts of answers from Matson, depending on when I call.

I did the same with both (in '02 & '08) and got similar answers...you'll get the whole "We do not ship hazmat class...." response. SO you'll need to do a little homework, familiarize yourself with 49 C.F.R. § 173.63 and ask to speak with a manager.  As long as you properly package in compliance with Federal Regulations (see § 173.63), their Hazmat manager should approve it. Just avoid trigger words like "dangerous", "explosive", "hazardous", etc. and make it clear that it is a consumer quantity that is DOT classification 1.4 or just ORM-D (100% shippable).

I've gone through this several times moving from one post to another (not just Hawaii)...The key is knowing the rules & regs about before contact. Why? Because if you point out exactly what chapter/section/etc of the code, the shipping/hazmat manager can crack open their books to quickly confirm what you're saying.

Just had my container towed to port a couple of days ago. Called Matson and basically had to walk them through the rules, but their hazardous person was cool once I showed him the rules!  Thanks man! Now my ammo is coming with me!

Hello Goofcat,

Did it cost anything more to ship your ammo? I have proably 1000 pounds or so in ammo cans I would like to ship.

Thanks so much! I have been getting the run around with shippers. Can you describe your packaging of the ammo? I have all of mine packed into 30 cal or 50 cal US ammo cans. I have done some light searching on the 49 C.F.R. § 173.63 regs and I haven't found anything specific as to how it needs to be packaged on a pallet.

Thank you again for all the help and support!
Dave
