I said it before and I will say it again, Logan is purposely slow rolling this as he did with the chiefs rules. My predictions as follows:
Anyone who applies for a CCW in Honolulu county as of last week is wasting their time because the state and legislature controls implementation of CCW requirements and those new requirements will become law in May/June of 2023. The anti CCW bills have made it through all the committees and will become law. This will likely require new chief rules on Oahu and other counties will follow new state ccw requirements.
People with existing ccw permits will be voided (maybe ex post facto issue) or approved permits will be kept to a minimum, which is why they are slow rolling the process. Most people processing now will get a letter in June saying new laws please comply and apply in future
Kokohead will reopen after legislature moves for final votes to avoid large opposition to ccw restrictions.
To do: 92F request for Chiefs calendars and meetings and any agenda items, as well as emails related to CCW discussions with subordinates, Mayors, Legislators. Then 92F regarding timing and closure of kokohead. This was all a plan in place for years in the even sup ct dud this.
Sit back and relax, CCW is dead in Hawaii for the next few years as the lawsuits make its way through fed dist ct, 9th circuit panel, 9th circuit en banc and then supreme court. I am not sure California lawsuits will help Hawaii given the sup ct ruling and historical basis analysis. Most stayes have different histories and that maybe a factual distinction sufficient to make a Hawaii or anybstate for thatvmatter analysis unique.
