It irritates me when people blame others inaction for things like this.

Why dont we try to solve the issue instead of just complaining? Every CCW applicant has to have taken a class. The instructors are all known, why dont you reach out to the instructors and let them know, and suggest that they let their students know as well. Thats gotta increase testimony numbers? no?

And when you say "about 150-200 testimonies are submitted" are you talking about against the bill?  And where do you find these statistics?

800 apps per the news this morn.

I count the testimonies when theyre posted online. 150-200 against the bills.

In support of the bills its either like 30 or 400ish. 30 for Bill 57 on avg and the 400 are for senate/house.

You have to go to the testimony pdf and manually count each for and against. There is no straight tally.


Which is good. Politicians have to actually read the testimony. My feeling, however, is that most politicians don’t care to read them at all.  They can’t even be bothered to read the Constitution. Why should they read a bunch of testimony from peons.

THe C&C are nice, they tally it for us and put it on page 1. Go to their website about the bill.

For senate and house, I have to manually count them. Same thing, enter the bill number and scroll down to testimony and click the link.

For senate and house I have to manually count each. C&C do it for us. But I read all of the test for both to see who is submitting and not.

Augie asked last hearing corporate counsel what the historical analogies are for each sensitive place listed. Counsel stated "lets talk in executive session later". Today Augie stated he has not been answered by counsel.

They added in exception to current LEO and like agencies to CCW. So SonRunner was right.

Bill passes 6 aye, 3 no's (Augie, Tupola, Okimoto).

So now on to Ricks desk for signature and would be effective 5/1.

lawsuits cannot be filed until it is signed into law and someone is "harmed" by the new law
speak to hifico about what support you can provide
reach out to mainland groups and influencers to spread the word...

Bill 57 from 2022 was passed by the Honolulu City Council. The Bill intends to prioritize community safety by restricting where conceal carry guns as well as open carry guns will be permitted.

Since the 2022 Supreme Court decision in New York Rifle and Pistol Association v. Bruen, gun carry regulations have been broadly relaxed in many places across the U.S. In this case, the State of New York wanted those with conceal carry permits to show justified cause for the need to carry a gun in public.

Honolulu has been grappling with ensuring public safety while also ensuring the freedom to carry a gun since this case.

“In response, the Honolulu Police Department amended its rules to provide for concealed carry permits in accordance with the Supreme Court decision,” said HCC.

There is strong support in Honolulu for restrictions on where guns can be carried in public.

Ward Research conducted a poll and found that the Hawai’i public supports restrictions on public carry in sensitive places. Bill 57 is also garnering support from local organizations like the Hawaiʻi State Teachers Association and the Hawaiʻi State Coalition Against Domestic Violence.

Notwithstanding any other provision of the law of any State or any political subdivision thereof, an individual who is a qualified retired law enforcement officer and who is carrying the identification required by subsection (d) may carry a concealed firearm that has been shipped or transported in interstate or foreign commerce, subject to subsection (b).

(b)This section shall not be construed to supersede or limit the laws of any State that—

(1)

permit private persons or entities to prohibit or restrict the possession of concealed firearms on their property; or

(2)

prohibit or restrict the possession of firearms on any State or local government property, installation, building, base, or park


Begining says subdivision. But further down only mentions the word "state". So is leosa exempt cause c&c isnt "state", but is a "subdivision".

Noone has referenced the fact that they disguise this bill as a sensitive places bill, when in fact it is an everywhere bill:

(a) Prohibition. Except as otherwise provided by federal or State law, it is a violation
of this article for any person to intentionally, knowingly, or recklessly carry on
their person a firearm, concealed or unconcealed, on the premises of:
(1) Any sensitive place; or
(2) Any business establishment or charitable establishment unless the
business establishment or charitable establishment, or an agent thereof,
has expressly consented thereto. For purposes of this subsection,
signage must be in accordance with the requirements specified in
§ 41-__.5.
For the purposes of this section, "the premises of any business establishment or
charitable establishment" includes all appurtenant grounds and parking lots of the
business establishment or charitable establishment, but does not include
privately owned or maintained streets or sidewalks.

Business Establishment. Includes any of the following establishments
operated by a business:
(1) Any hotel, except individual hotel rooms and when actively traveling
through a hotel to or from an individual hotel room;
