My entire family has TDS, not only parents, but aunties and uncles too. Same goes with coworkers. So they also trust the mail in ballot system. My friends who support Trump, 90% did in person voting because they don't trust the mail in system.
This explains the difference.
TBH, due to my interaction with many different people, I don't think they need to cheat in HI. Plus we're only 4 electoral votes.
Hawaii has been doing the mail-in option for everyone for a long time. They've ironed out most of the risks. You have to register to vote and request a mail-in ballot. from then on, you can automatically receive mail-in ballots for future elections.
The #1 problem with the 2020 election was states sending out mail-in ballots to everyone on their voter lists. That included people who've left the state, deceased voters, those who are felons, those who were registered automatically when they got a drivers license (motor voter programs), etc. Since most states are derelict in keeping their voter roles purged of registrations that are no longer valid, thousands of ballots were mailed to ineligible names at unverified addresses.
Given the break-neck speed with which states decided to send out ballots to everyone, there was no time to do it right. Hawaii was already doing this, so not as haphazard. Those other states also had logistical issues with many state employees staying home due to COViD. Ballots were being sent out weeks after the lawful deadlines. Some states were running out of ballots because they never anticipated or budgeted for a full mail-in election. Basically, it was chaos -- all for the benefit of the democrats.
When your process is in chaos, it's easier for the unethical/criminal elements to take advantage. One of the reasons so many ballots were allowed to be counted without verified signatures was the volume of mail-in ballots. Most states' procedure is to separate the ballot from the envelope to provide privacy for the voters. Of course, that means no votes deemed void after failing to verify signatures could be removed from the count -- no way to link the name to the ballot.
All of that on top of the fact that the laws of the states dictate the election procedures. Since most of the COVID changes never went through the states' legislatures, the way they changed things on the fly was unconstitutional.
