But then Cops and EMTs will arrive to administer Narcan.  In some areas, Narcan will be available OTC, meaning another homeless, social worker or good Samaritan would have access to administer it.  Maybe the user will even have some on hand for emergency use?

there are non- profits that supply narcan for free, even to #notarealdoctor
i am guessing they get state/federal grants

I assume there are others, but this is all on that website.  They show one location on Kauai, Oahu and Maui, and 2 on Hawaii Island.
