The Russians would not claim they invented an English phrase.

Doveryay, no proveryay would have been their phrase.  Or in their alphabet:  Доверяй, но проверяй.

It would be like saying other cultures invented the word "Aloha" before anyone in the Pacific Rim, because there's an equivalent word in other languages that translates to Aloha.

Reagan borrowed it from them and used it in a speech in order to demonstrate some cross cultural understanding during the cold war.

That was back in the good old days before we started subsisting stupidity for diplomacy.
