Curious about the process you have in mind. 

Most "solutions" have been tried: 

abortion on demand in minority neighborhoods,
unfettered access to the latest illegal narcotics (crack cocaine, meth, etc.),
lack of policing in violent gang turfs,
and a bunch of other unofficial policies that appear to be designed to hasten the demise of certain citizens.

They don't want them dead. They want a permanent underclass. It's a very useful thing to have.

1. That way the have an excuse to keep diverting tax money into "community development" work. Aka more parasitic managerial jobs.
2. Keep the gun violence statistics high in order to justify abolishing 2a
3. Enforce more monitoring and surveillance of society
4. Endless funding for private prison industrial complex
5. Toxic poverty food guarantees plenty of future patients for cancer/diabetes/heart disease
