Does anyone know the process of successfully ordering a firearm (a rifle) from PSA?
Firearms are required to be shipped to a Hawaii FFL.
During the checkout process, they will show you a map and list of the FFLs they have on file. Selecting one of those as your FFL will require no additional steps for the FFL selection.
If you don't see your preferred FFL in the list, click the EXPAND SEARCH button. All FFLs near you should show up in the list at the bottom of the page.
Select an FFL and continue to payment.
If they don't have a copy of your FFL's current license certificate, they will ask that you contact your FFL and have them send it to PSA. Most times PSA has it on file or can request an updated copy if necessary.
It's actually simple. Just make sure to notify the FFL you select you will be expecting a firearm shipment so they also know to expect it. Be sure they have your phone number, so they can call when they have it ready for pick up. Sometimes they need a day to log it into inventory and do the required paperwork. So, even if your tracking info says 'delivered', don't rush to pick it up unless they call. Or you can call to make sure it's ready.
Once you show up with a valid long gun permit, the FFL will transfer it to you and charge you whatever their transfer fee is. It's smart to shop around for fee comparisons. Some are reasonable, and others are much higher.
After you have the firearm, take it to HPD and register.
Some FFLs, like OGC, have an online portal that lets you download a copy of their certificate. i've had times were their online copy was expired and had to let them know -- then I download it again. Just FYI.
