No worry, he has no idea who the guy carrying the briefcase is. Some random dude following him around when ever he leaves the home (not house as in white house. But now old folks home)

That's not really how that works.

The military would have targeting information for which they would allocate the weapons to be used.  All the P/Resident does is give the authenticated command to launch.  The people with their hands on the keys and targeting terminals are a bit more ... aware.
