BTW, you'd be hard pressed to name a time when a Republican was able to get tax cuts passed in a Democrats-controlled House unless he also agreed to them getting a bunch of funding for their social programs.
Reagan made that deal with the Democrats -- they got all the spending they asked for, and they promised to cut taxes later. Later never came.
So, when HW Bush said, "No new taxes," he was thinking about how the dems screwed everyone over. The dems then gave him a huge policy win but only if he would sign a tax increase. Well, depending on who was reporting it, that amounted to a "new tax." Thus, he lost to Clinton over his "Read my lips..." broken promise.
Never think the budget is as simple as we are told. it's a game of carving out a bigger piece for yourself at the expense of allowing others to also carve out their piece. The problem is the Democrats are evil liars who get what they were promised and them don't deliver on their promises.
