Lots of states set up foreign exchange programs to allow students, teachers, and trained technical experts from countries like China to live, learn and work in the US for a temporary period.  China would be paying a ton of money to compensate for the student, professor or worker their countryman is occupying (may displace a US person), plus the US gets a large fee.  China would also pay all the living expenses for the person they are sending unless the person earns a very good salary.

We had a Chinese professor teaching at my college who barely spoke English.  His class was extremely difficult compared to the same class taught by another professor.

I have to imagine he wasn't there because of his effective teaching style.

i'm not so sure there's that much difference between a busted clock and someone who can't perform the duties of an elected office that pays not only close to $200K/year, but also for the staff he must rely on to get anything done.

I must have missed the part of the Constitution that said, "We hire the mentally handicapped." 

Imagine if Steven Hawking were a Senator, and every time he needed to convey a thought, everyone had to wait for him to blow into his straw and type enough letters for everyone to know exactly what he was trying to say.  Not someone incapable of a coherent thought, but also not someone who can participate in a 3 hour hearing where he needs to interact with others.

I have every sympathy for his strokes, the long term disability, and the depression he was treated for.  But, he's being treated like the poor victim who now must be tolerated no matter what he does.

My take on it is that Newsom is running for president and he is already started on diplomacy secretly.

If Fetterman had to make split second decisions then sure but being a congressperson isn't one of those jobs. Plus, the voters new of his condition and elected him anyway, shouldn't that decide the issue? Afterall, the same argument is made about how to solve Trump's criminal legal woes.
