What this bill created was another layer of infringement to exercise our 2a rights. Another layer of gatekeepers. Pay to play. A cottage industry within our own community. Certified this and that BS. I don't see how this "range fee" is applicable since I see those instructors using a no fee (free) CIty maintained public range.
This is the slow death to 2a rights in Hawaii. I'm out. Life is too short to deal with this BS even if it is written on some paper that we're SUPPOSED to uphold. Shit don't work if the system doesn't recognize it.

Senior citizens, the most vulnerable in our society for these puke predators, will be hard pressed to keep up with the "fees".

It just shows how f*cked up things have become in the name of trying to eliminate firearms in society.

All our government is doing is increasing the chances of the criminal element to safely do their dastardly deeds.

    I do not retain the range fee, it goes to land owner who is kind enough to allow myself and select others to utilize his property at his risk.

No holster work, no shooting at distances required for LTC Proficiency test, no silhouette targets.


 Most instructors I know, including myself have spent countless hours and $1,000's for training, classes to acquire certification, re-certification, travel, ammo, printing, notarization and more to help others get the knowledge and training necessary for safe firearm handling and to comply with various state laws.

OK you need to pay $600 to learn how to drive from a "certified" driving instructor. "OK shoots, anything so I can drive my 200tree Toyota Tacoma"...Need to build a house? Housing is a RIGHT! You need a permit from the City DPP...and we all know how that turned out...
 If firearms safety is such a concern why do we have to pay $1,000s for such "education"? The NRA was the foundational organization for such education. With the corruption at the NRA we can see what happened to these programs.

Right.  And who the f*ck is HPD?  An LE agency that left a rifle unattended......... :rofl:

Oh yeah.  And still no result of the investigation they said would be revealed within 90 days.

At least the NRA is stellar when it comes to gun safety and responsible ownership.  Although the leadership is as corrupt as hell.

it's outlined in the chief's rules
basically, you need to have instructor creds (nra ok) and also talk about mental health/suicide and gun storage
videos are ok

The HPD fire arm instructors are NRA trained, but NRA training is not good enough for the public.

I wasn't referring to LTC. I don't believe in it. I wouldn't carry. I believe in running away and calling 911 for the report later. I can't shoot defensively to save my life. I run about 12 miles a week.

Better yet, go get approved by HPD and offer the class for free.
in regards to a PTA req., sure thing - working on that. Spoken to an NRA instructor about getting "certified".

I don't believe anyone is disparaging what any specific trainer is charging.

Before COVID, the hunter's ed class was free, was funded through our tax dollars, qualified the student for hunting privileges/permits and satisfied the state's training requirement for both long gun and handgun Permits to Acquire.  No cost other than the time to take the class.

When COVID forced the state to add online hunter's ed training, which became the only method for that course, they added a service fee to pay for the online course development and maintenance.  It's no longer free, but still very affordable for almost everyone.

With the proposed new rules, all the free/cheap options are gone with one exception.  If you can prove your income is below 200% of the official federal poverty level (showing you are using SNAP/EBT is one way), HPD will waive the LTC application fee.  You still have to pay for the training/certification test, though.

maximum amount permitted by state law for the License and any

request a waiver of some or all of this fee based on financial
hardship.

So, it's not about what any training instructor/company charges.  It's about the fact the state is forcing the applicant to pay that on top of an application fee that increased from $10 to $150 or more.

And that handgun safety affidavit you always took to HPD to apply for a permit?  Might as well use it for toilet paper for all it's worth now -- money down the toilet.  Gotta go get the new and improved firearm training whether or not you plan on applying for a carry license.  Add that to the state's list of firearm process "upgrades."

Don't forget that if the state takes longer than 120 days, your $150 is not refunded.  Same goes if you get denied.

I was told that HE was offered when the handgun safety class was required as a free alternative, so the state doesn't get sued.  This is when you first needed this.  The "compromise" was this or all handguns would be banned in HI.  Now it seems like they should have banned all handguns, cause they would have lost in court. But no one knows for how long.  I was told this by someone who's very active in the legislative and 2a rights.
