Can anyone verify if this had passed the county council and became law within the past year? I checked the Firearms section of the county .gov website and it appears you still have to apply for the background check and pay the $5 to KPD and wait 2 weeks to get a pepper spray permit to carry in Kauai.

So did it pass or not? Or will it pass sometime later this year, could anybody verify this info?
I have a loved one who almost got in it with a crazy homeless man with a fire starter and a tool he used to cut grass to build a fire.

This is what you seek, passed in June 2023.

Current pepper spray ordinance was repealed and replaced with the underlined text in this document.
