I decided to read the bill
"§711- Concealed identity; ski mask or balaclava; public places; prohibited. (1) It shall be unlawful for any person to wear a ski mask or balaclava in a public place or on any mode of public transportation.
(2) This section shall not be construed to apply to any person who wears a ski mask or balaclava:
(a) As part of a traditional holiday costume;
(b) For a religious purpose;
(c) While engaged in a trade or employment where they are worn for the purpose of ensuring the physical safety of the wearer;
(d) In a theatrical production;
(e) For the purpose of protecting the wearer from the elements while participating in a winter sport; or
(f) While lawfully engaged in activities protected by the First Amendment of the Constitution of the United States.
(3) Any person who violates this section shall be fined no more than $250.
(4) For the purposes of this section:
"Public place" means an area generally open to the public, regardless of whether it is privately owned, and includes but is not limited to any street, sidewalk, park, parking lot, store, restaurant, school building, recreation center, daycare facility, and government-owned building.
"Ski mask or balaclava" means a close-fitting garment covering the whole head and face, with holes for the eyes, mouth, or nose, or any combination of the three.""
Sounds like a bill to cater toward constituents who complained to their offices.
"For religious purpose", we've seen the state/city crap over this when mandating covid shots. So don't hold your breath to use this as an excuse.
