Hearing is on 2/23/24 at 9:30am. So testimony is due 24hr prior.

Even if you submitted testimony last time, you have to do it again. Testimony doesnt carry over.

There is no in person or zoom testimony as this is a "decision making" only hearing. Online testimony is being accepted.

Same version as the last hearing. The bill has now advanced to its new commitee (JDC).

This bans new purchases of "assault rifles", "assault shotguns", "assault pistols", any pistol with a threaded barrel.

All rifle mags greater than 10rds will be illegal and have no compensation.

Some rifle parts will no longer be legal to buy: handguard, flash hider, pistol grip, adjustible/folding buttstocks, foregrips. So if any breaks, you cannot fit it.

You cannot take your rifle out of state and bring it back home.

Only the registered owner can use the rifle.

Hawaii compliant "assault pistols" will be illegal.

If you live in Kapolei, Makakilo, Ewa, call Senator Mike Gabbard to vote no 808-586-6830.

These legislators are hoping that the typical average citizen is not a lawyer or politician,
so they can make laws that really affect us directly and we wouldn't even know until it takes effect.

I'm just an old retired guy trying to kill weeds, walk my dog and go shoot at stuff with my other old retired friends.

Along with my own testimony, I will be reiterating the previous testimony numbers. The committee report says that they received support testimony from "over one hundred individuals" and oppose testimony from "over one thousand eighty individuals". so thats the number i will be using.

Its because sometimes changes are made to bills that cause prior test to not be relevant.

Example
Changing the under 21 to posessing ammo is changed to only buying ammo. Anyone who test they cannot give their kid ammo for hunting, now wont apply.

Brenton Awa was MIA from the last hearing. This state has ways of getting to people and I wouldn't take his vote for granted.

Maybe some politicians individually want to do the right thing, but they need to be persuaded that going along with the plan will get them run out of office. When it comes to influencing politicians...fear of losing power is the best motivator.

Thank you.  I originally sent a msg. to Donovan Dela Cruz telling him how I feel about SB 3196.  Since SB3196 passed out of committee I will remind him that my stance on it has not changed.

And he will hear from me again if SB3196 passes through the JDC this coming 23rd.
