Background info:

1) He was at the hearing at City Hall and the initial officer in the vid asked him if that was a Byrna on his hip (he is open carrying a Taser).  He refused to answer any questions. Officer walks away to go sit back in his corner.
2) 1.5 hours went by and he left to take leave and that's when the same officer approached him outside stating he is violating the sensitive places for CCWing ordinance/law.  This is where the video began.
3) I can't remember, but I'm pretty sure Chief Logan also spoke to Andrew and didn't bring up the Taser.

Errors that I see.

1) Initial cop took very long to detain someone who was violating the sensitive places law.  I mean, 1.5 hours after his initial contact.
                 A) Once he stated why Andrew's being detained, he also asked for his name. Which would be allowed or for his ID because the crime he's detaining him for is stated. But he asked for Andrews name and was told "i don't answer any questions" and the cop was fine with that.  Again, someone so dangerous according to our lawmakers, including those counsel members inside the room that not needing to ID them or disarm them is fine.

2) Once he realized it was a Taser and not a gun, he still kept Andrew detained. At this point, he should have immediately released him.  Or explain that he's unsure if having a Taser inside City Hall is legal and continue to investigate that (it's not illegal BTW).  He even stated "this would have been easier if you did answer my questions" (with regard to is that a Taser. Which means, would he have been released if he said it was a Taser?

3) 2nd cop arrives on scene and knows it's a Taser and it's Andrew, yet he does nothing to release Andrew, even after he asked the 1st cop if he did anything else to break the law.  At which the initial cop said no as well.  He should have been released at this point as well.

4) 3rd cop shows up and she does nothing, but she doesn't state if she knows its a Taser or not. So I give her a pass on not releasing Andrew.

5) 4th cops shows up and hangs on the stairwell on his phone.  Imagine, someone who is so dangerous cause they're violating a sensitive place law, that you're focused on your phone and not the person "with the gun on his hip".

6) Sgt shows up. What I find troublesome is that he took off his body cam and handed it to the cop on the stairs when he went to talk to the initial cop.  Is it HPD"s SOP to allow this?  I know they're allowed to turn their cameras off at certain points, but to remove it and hand it to another cop is weird.  On/off button broken?

7) Vid is edited, but the sgt and the initial cop were talking for much longer.  I'm going to assume they were trying to find something to get him on.


Things that HPD did well

1) Sgt asked if he can see the Taser and Andrew said no. Then Sgt stated that since it's in plain view, he's going to look at it. He just wanted to make Andrew feel comfortable. 
2) HPD respected Andrews right when he stated he's not going to answer any questions multiple times.  They didn't demand answers.

BONUS Round

The initial cop had a trial last year for violating someone's 1st amendment right. IDK the details because I didn't get around to reading it.

After being released, should've stayed around a little longer to see if they would apologize.

Probably not tho.

Hopefully it made the point that he's got more important things to do with his time than being unnecessarily detained, especially over something the Cops should have already known.

If I was a cop, I would be confused too.
It's tough keeping up with gun laws nowadays.

It's not. Open carry for regular folk is illegal as they don't issue them. So read my post about he should have been disarmed, ID'd, and arrested (cuffed).

Initial cop also had over an hour to figure out what's the law for non-firearm, but he did think it was a real gun until later.

I think the point he made was that once no longer detained, he doesn't have to stay and listen to why he was detained or what ever BS the SGT was gonna tell him.
